This report provides an inventory and summary of land use and building types, traditional styles and characteristics, and site layout considerations within the Crown Mill, Fort Hill, East Dalton, and Thread Mill neighborhoods of the City of Dalton. The report is the summary of a photo, land use and site layout survey of each neighborhood, as well as a review of the existing City of Dalton Zoning Ordinance. It also is a recommendation for architectural and site planning features that can be used to promote the ensure the compatibility of infill development with the character of these Dalton neighborhoods.
The document is organized into three sections. Section I defines existing building use and building types, traditional styles and characteristics, and site layout issues identified in this survey. Section II records the occurrences of these land uses, building types, traditional styles and characteristics, and site layout issues within each neighborhood; this section also identifies other unique characteristics of such neighborhood. Section III analyzes the interrelationship between these existing neighborhood conditions and City of Dalton Zoning regulations.
Urban Redevelopment Plan(click HERE to download full pdf document)The purpose of the Dalton Redevelopment Plan is to revitalize historic, but economically depressed neighborhoods throughout the City of Dalton and establish a proactive framework for future growth in these neighborhoods. In recent decades, many of the historic neighborhoods in Dalton have experienced disinvestments and decline. As a result, unfavorable conditions in these neighborhoods have increased to the point where there is a serious threat to the public health, safety and welfare of both current neighborhood residents and the residents of greater Dalton.
Over the past several years, the City of Dalton, Whitfield County, the Dalton-Whitfield Chamber of Commerce, the State of Georgia, and neighborhood groups have begun to tackle this disinvestment through a series of planning studies and initiatives. These initiatives include the 1999 Streetscape Master Plan for Downtown Dalton, and the more comprehensive 2001 Dalton Quality Growth Resource Team Report. In an effort to put these and other initiatives into a comprehensive framework this Dalton Redevelopment Plan entails a plan of action for coordinated redevelopment across a geographically broad, but economically and socially cohesive area.
